Source-led route
Plarium's September 18 RAID Digest collects rules for Buffs, Debuffs and Relics. It is a reference post, not a patch announcement, and does not identify a related game version [1].
Section 01
Transfer rules depend on the effect
The digest lists effects that cannot be spread, stolen, extended or transferred. It gives examples among stacked Buffs and named special effects, so players should not assume that every Buff or Debuff follows the same rule [1].
The post is a reference to specific effects. It does not give RigCircuit a tested strategy for a particular team or encounter.

Evidence record
Accuracy depends on the effect source
The digest explains which Champion's Accuracy applies in several cases. Deflected effects use the Accuracy of the Champion who originally produced the Debuff. Most negative Relic effects rely on the wearer's Champion Accuracy. Wand of Submission instead uses the initial Debuff producer's Accuracy, while Stormcaller's Stun at five stacks, Orb of Transfixion and Hammer of Ending are listed as irresistible [1].
These are the publisher's rule descriptions. RigCircuit did not test the interactions in the client.
Section 03
The Digest is not a new patch note
Plarium says mechanics may change, but that it has no plan to change the rules in the near future [1]. The Digest names no game version or patch and gives no date for a future rules change [1].
